According to Art. 31 of the Federal Law of the Russian Federation of November 21, 2011 No. 323 On the basics of protecting the health of citizens, every person in Russia has the right to provide first aid to the victim in the event of an emergency if he has special training and (or) skills. In addition, the Articles of Urgency of the Criminal, Administrative and Civil Codes protect the person who provided first aid, even if the victim died or unintentionally harmed him in the process of providing first aid.
In accordance with the Order of the Ministry of Health and Social Development dated May 4, 2012 No. 477n On approval of the list of conditions in which first aid is provided, and the list of first aid measures, there are only 8 emergency conditions and 11 life-saving measures that anyone can master.

With injuries and emergency conditions in saving the life and health of the victims, one of the key factors is the time of the start of assistance.
