1. The combat charter of fire departments determines the procedure for organizing fire extinguishing and conducting emergency rescue operations on the territory of the Russian Federation by fire departments, including the procedure for personnel to extinguish fires and conduct ACP, the basic principles of management and response of fire departments, with the exception of extinguishing forest fires, organizing fire extinguishing and carrying out ACS at hazardous production facilities where mining operations are carried out.
2. The provisions of the Combat Regulations apply to governing bodies, state fire supervision bodies, divisions, and organizations, regardless of their departmental affiliation, organizational and legal forms, the functions of which include the prevention and extinguishing of fires, as well as the conduct of ACP, united in territorial (local) fire departments. - rescue garrisons.
3. Compliance with the requirements of the Combat Regulations is mandatory for all personnel of the command and control bodies and fire departments involved in extinguishing fires and conducting ACP, and the forces involved in extinguishing fires and conducting ACP.
4. Fire departments are involved in extinguishing fires and carrying out related ACPs, as well as for conducting ACPs and other urgent work in the event of accidents, disasters, and other emergencies <5> in accordance with this Combat Charter, as well as the Procedure for attracting forces and means of fire departments, garrisons for extinguishing fires and conducting ACP.
5. Extinguishing fires and carrying out ACP are carried out in accordance with the provisions of this Combat Charter, subject to the requirements of labor protection established by the Rules for labor protection in the divisions of the federal fire service of the State Fire Service and other regulatory legal acts in the field of labor protection.
