Millet. ১৮৩৭ সালে এই কমিশন দন্ডবিধি প্রণয়নের জন্য প্রথম খসড়া জমা দেন এবং ১৮৬০ সালের ৬ অক্টবর বিলটি পাস করা হয়। ১৮৬২ সালের ১লা জানুয়ারী থকে দন্ডবিধি কার্যকর করা হয়।
দন্ডবিধি অপরাধ সংক্রান্ত একটি মৌলিক বা তত্ত্বগত আইন, যাকে ইংরেজিতে (Substantibe Law) বলা হয়ে থেকে। দন্ডবিধি ১৮৬০ সালের ৪৫নং আইন। এটি প্রথমে (ইন্ডিয়ান পেনাল কোড) নামে পরিচিত ছিল। ১৯৪৭ এর পরে পাকিস্তান পেনাল কোড নামে পরিবর্তন করা হয় যা পরবর্তিতে বাংলাদেশ স্বাধীন হওয়ার পরে ৩০/০৬/১৯৭৩ সালে শুধু পেনাল কোড নামে পরিচয় লাভ করে।
